I have to agree with Mr Foolery here. What's the point in keeping gangs around that simply no longer make the cut?
If you don't have active members, then you're no longer really a gang. Keeping the vault integrity up is not a hard task even for just 2 people. So if your gang can't do it with 5+, then it's just ripe for deletion.
