    Does everyone who has rares get them from searching downtown or winning comps? (or both)

    Also, what increases your chances of getting rares if it is by searching downtown (like, does higher cities help?)

    Well, EVERYONE would like one.

    No, I was just wondering because every day I search downtown I'm always thinking "I hope I get a rare today!" but I don't know if that is even how it works.

    you can get them both ways...and I'm pretty sure it doesn't matter which city you search in.
