    Why can't I bust two people out in a row? That is the dumbest limitation

    I can. I just busted 2 people in a row on 3 different occasions in the last 10 minutes.

    No you cant. Either someone got busted in the meantime or someone new was in the prison

    You can definitely bust consecutively now. The success rate is normally much lower on consecutive busts, though.
