Is it possible to totally clear 'game selected' parts of the hit list or does the game keep adding as people get hit?

The game does adds people to the list, not sure how often it updates though.

the game adds people. i think ppl get re-added after 12 or 24 hours after a hit. but everyone in around your level is on the game-selected hit list and they are only up for 10 mins on the hour and 30s (so from 10:00-10:10 and 10:30-10:40)
