Are there any npc in this game? Where are they?

Yes, there are some game added NPCs in the two lower cities Bacchus Marsh and Griffith.

Go here http://au.mafiadeath.com/search.php and search for them. Try filtering "Location" to one of those cities.

The players that have never logged in are considered NPCs.

They show up, they just don't say NPC's they look like reg players, but say NPC in the description on the profile.
