I think it's probably quite a good move by Dave.. Kills multiple birds with one stone and specifically, stops people hoarding at a low level and gaining a massive advantage over those that can't afford to do that.

Look at the point market, buy points.. Or buy point dealer points as you level up.
Basically it forces you to level up...
