well when ever you dont want them to know, just put it as announces.. announceses should never be able to be seen... but when ever you want ot frame someone... the hitlist should say... 'contracted has been kept secret, pay to spy contract' or something... and if the person who paied to have the contract made wants the person to know than it will simply say the persons name. but if the 'contractor' was framed it should say the persons name and say 'contractor may have been framed' and than you would have to pay MORE to find out the actull contractor... but have the failure rate pretty high as you said....
