Has been suggested before. Put a counter on prison so people arent sitting in there for hours on end. I know its a simple click away, but it catches the eyes and will all around help keep people out of prison.

I believe there used to be one in the days of one prison for all cities. Pretty sure it was more exp too.
But then people won't buy keys!

that is correct.
and keys will still be needed, there will always be times when people arent on to bust someone, or locked in a city no active players are in.
