    ^^^New cities that require a certain amount of medals to enter means that people have to play the game to get the medals to access the cities.

    add some armor, weapons, drugs car parts etc to these cities.

    more cities as in more cities like salem where you need a certain number of medals to access. leveling is only one aspect of the game.
