I don't see how gangs will have to trust lower level players. Seems more like lower level players have to continue to trust their gang leaders to not screw them over when they trust them to watch over their money in the vault.
While I think it's a nice idea in theory, it's basically another broken idea that benefits the higher levels and hurts the newbies. All the people who already have the best house don't have to worry about it. Big gangs can still make vaults by sending 3 people with someone who needs a vault, too. I don't see how this one particular change does anything except hurt newbies and loners.
I can't complain about the rest of the changes, though.
