Mobster of the Hour is based off of a few things, but I won't divulge them, otherwise player's will try to game the system for it.
Hitter counts for both online and off, it's not shear quantity of hits that gets you Hitter of the Hour though, it's a few different things that are taken into account.
Hitter of the Hour takes into all hits within that hour, they don't need to be at the end of the hour or the start of the hour, they just need to be within the previous hour.
Mugger of the Hour is based entirely on amount mugged.
None of the of the hour positions are randomly selected.
