    IMO if you're selling your account in order to have the resources to buy up another when the opportunity arises then you should be able to - provided that you make a 'vessel account' which you don't make any sort of improvements to.

    What about when you sell ur account and move into a level 1 account, can you still buy up at anytime?

    Simple solution:
    1. Find account you want to buy and offer
    2. Sell current account
    3. Have points sent to current account,
    4. Send those points to the account you want to buy
    5. Move into new account
