Every City should have a top ten most wanted list.
1. These should be based on the crimes committed in that city
2. They will have bounties which means for every hit you would get like a certain amount (money or points).
3. There would be a snitch medal or sumthin for every successful hit
I think this would promote committing more crimes, More activity, Bragging rights (for the ones in the top ten and those who hit 'em), Will give more substance to cities(right now I guess people just see 'em as a means to get new weapons and such) and will show who gangs control the city the most.

but attacks on the most wanted should be limited to 1 per day per person as say u got 20 points reward for attacking the most wanted people could sit there all day attacking 1 member

guess so. maybe there will be a way to have his rating go down per successful hit on him/her.

Bunnies would be on their ALOT because that's one of their only ways to level, thus anyone could get the medal, even level 10's
